Transformer Energy Efficiency Improvement Plan (2021-2023)

Transformers are fundamental equipment in power transmission and distribution, widely used in industrial, agricultural, transportation, and urban communities. China has approximately 17 million transformers in operation, with a total capacity of about 11 billion kVA. Transformer losses account for about 40% of power transmission and distribution losses, presenting significant energy-saving potential. To accelerate the promotion and application of high-efficiency energy-saving transformers, improve energy resource utilization efficiency, and promote green, low-carbon, and high-quality development.

Transformers are fundamental equipment in power transmission and distribution, widely used in industrial, agricultural, transportation, and urban communities. Approximately 17 million transformers are in operation in China, with a total capacity of about 11 billion kVA. Transformer losses account for about 40% of power transmission and distribution losses, presenting significant energy-saving potential. To accelerate the promotion and application of high-efficiency energy-saving transformers, improve the utilization efficiency of energy resources, and promote green, low-carbon, and high-quality development, this plan is formulated.

 
I. Overall Requirements
(I) Guiding Ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirits of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. We will unswervingly adhere to the new development philosophy, take high-quality development as the theme, deepen supply-side structural reforms as the main line, focus on improving industrial supply capacity, be guided by meeting the needs of transformer upgrades and emerging applications, and focus on strengthening technological innovation, product innovation, and model innovation. We will improve the standard support and service system, improve the energy efficiency of transformers, enhance the core competitiveness of enterprises, promote the optimization and upgrading of the industrial chain, and continuously promote the energy-efficient, green, and high-quality development of manufacturing.
 
(II) Development Goals.
By 2023, the proportion of high-efficiency energy-saving transformers [power transformers that meet the Class 1 and Class 2 energy efficiency standards in the newly revised "Energy Efficiency Limits and Energy Efficiency Grades for Power Transformers" (GB 20052-2020)] in operation will increase by 10%, and the proportion of newly added high-efficiency energy-saving transformers will reach more than 75%. Focusing on the research and development, production, operation and maintenance, and consulting services of high-efficiency energy-saving transformers, a number of key core materials, components, and process technologies and equipment will be promoted and applied. A number of backbone and advantageous manufacturing enterprises will be formed, and a number of green manufacturing system solution providers will be cultivated, significantly improving the modernization and green level of the industrial chain and supply chain.
 
II. Main Tasks
(I) Accelerate Technological Innovation and Industrial Application.
1. Strengthen the Research and Development of Key Core Technologies. Carry out innovation and technological upgrading of materials for high-efficiency energy-saving transformers, including high-grade grain-oriented silicon steel sheets, high-voltage and high-power insulated gate bipolar transistors (IGBTs), ultra-clean cross-linked polyethylene (XLPE) insulating materials, ultra-high voltage DC bushings, amorphous alloys, new alloy windings, environmentally friendly insulating oils, insulating paper (board), and silicone rubber. Strengthen innovation in the structural design and processing technology of high-efficiency energy-saving transformers, including three-dimensional wound core structures, insulating parts, low-loss conductors, and multi-stage stepped joints. Carry out technological innovation in refined reactive power compensation technology, wide-range arcless on-load tap changing, intelligent tap changers, intelligent integrated terminals, and status monitoring visualization, etc., to improve the digitalization, intelligence, and green level of transformers.
 
2. Enhance Technological Innovation Capabilities. Strengthen the leading role of enterprises in technological innovation, give play to the leading role of backbone enterprises, build a number of enterprise research and development centers and manufacturing innovation platforms, strengthen the research and industrial application of key common technologies for transformers, and improve the innovation capabilities of the industrial chain. Focusing on the needs of emerging fields such as renewable energy and new infrastructure, we will promote the construction of a technological innovation platform and public service platform that is enterprise-led, market-oriented, and combines government, industry, academia, research, and application. We will carry out systematic collaborative innovation and integrated innovation, accelerate breakthroughs in major core technologies, and create new advantages for future development.
 
(II) Enhance Green Production and Supply Capacity.
3. Promote the Green Transformation of the Supply Chain. Guide material production enterprises such as amorphous alloy strips, silicon steel sheets, and insulating materials to carry out key process technology improvements, improve material properties, reduce unit consumption and noise of materials, and improve material stability. Encourage equipment manufacturing enterprises to accelerate the improvement of the automation and intelligence level of production equipment such as lamination forming, core winding and assembly, and coil winding, and promote the quality improvement and large-scale application of core components and special software for transformer manufacturing equipment. Support transformer manufacturing enterprises in adopting advanced and applicable technologies, optimizing product structures, implementing green design, green manufacturing, and green management, and continuously improving the production quality and green supply level of high-efficiency energy-saving transformers. Prohibit enterprises from producing and selling transformers that do not meet national energy efficiency standards.
 

4. Increase Supply in Emerging Application Scenarios. Significantly increase the production capacity of high-power power electronic transformers, DC transformers, capacitive transformers, flexible transformers, and new energy transformers, driving new market demand through product innovation and technological upgrades, including ultra-high and extra-high voltage power transformers suitable for long-distance transmission and transformation lines, modular, large-capacity, high-impedance transformers suitable for smart cities, high-stability and high-reliability transformers that can meet the needs of renewable energy power plants such as wind power and photovoltaic power plants, rail transit, and data centers, and on-load tap-changing transformers suitable for ship shore power, electric heating, high-speed rail power supply, and electric vehicle charging, etc., for seasonal or alternating load situations.

5. Cultivate and Expand Backbone Advantageous Enterprises. Develop and expand a group of backbone advantageous enterprises with strong innovation capabilities, high efficiency, good benefits, and advanced management levels, Encourage innovation in production models, service models, and business models, strengthen brand cultivation, and improve industry concentration. Guide small and medium-sized enterprises to develop in the direction of "specialized, refined, distinctive, and new" around segmented markets, and collaboratively improve market competitiveness. Release a batch of high-efficiency energy-saving transformer products, cultivate a batch of green factories and green supply chain demonstration enterprises, and support a batch of green manufacturing system solution providers.
 
6. Guide Industrial Cluster Development. Build a number of high-efficiency energy-saving transformer production and manufacturing clusters with strong industrial foundation, complete industrial chains, significant agglomeration effects, and distinct regional characteristics. Form a number of high-efficiency energy-saving transformer manufacturing industrial clusters around research and development, production, maintenance, and recycling, improving technical and service capabilities, and promoting the scale, agglomeration, and high-end development of the industry.
 
(III) Accelerate the Promotion of High-Efficiency Energy-Saving Transformers.
7. Increase the Promotion of High-Efficiency Energy-Saving Transformers. Since June 2021, newly added transformers must meet national energy efficiency standards, and the use of high-efficiency energy-saving transformers is encouraged. Support the use of high-efficiency energy-saving transformers in renewable energy power plants, electric vehicle charging stations (piles), data centers, 5G base stations, heating, etc., and improve the application rate of high-efficiency energy-saving transformers in industry, communications, construction, and transportation.
 
8. Promote the elimination of inefficient transformers. Organize and conduct national major industrial energy conservation inspections, focusing on key industries such as steel, petrochemicals, chemicals, non-ferrous metals, and building materials, to conduct special inspections of transformers and increase the intensity of inspections on inefficient transformers in operation. Promote enterprises to implement energy-saving technological transformations and accelerate the elimination of transformers that do not meet national energy efficiency standards.
 
9. Accelerate the energy efficiency improvement of transformers in power grid enterprises. Promote power grid enterprises to conduct comprehensive surveys of transformers in operation, formulate elimination plans, and organize their implementation. By 2023, gradually eliminate transformers that do not meet national energy efficiency standards. Accelerate the upgrading and transformation of transformers in power grid enterprises, and promote green procurement management. Since June 2021, newly purchased transformers should be high-efficiency energy-saving transformers.
 
(4) Solidify industrial service capabilities.
10. Fully implement energy-saving diagnosis. Organize third-party institutions to conduct energy-saving diagnoses in key areas of transformer production and application, strengthen economic operation tests of transformers, tap the potential for system energy saving, and synergistically promote energy conservation, emission reduction, cost reduction, and efficiency improvement for enterprises. Organize and carry out the "energy-saving services into enterprises" activity for high-efficiency energy-saving transformers, strengthen supply and demand docking, and accelerate the upgrading and transformation of transformers and energy efficiency improvement.
 
11. Innovate energy-saving service models. Strengthen the energy efficiency labeling management system, promote energy-saving certification for transformers, and promote the coordinated development of measurement, standards, testing, and certification. Cultivate a number of public service institutions to provide full traceability chain, full life cycle, full industry chain, and forward-looking technical services to improve the quality of system services for high-efficiency energy-saving transformers. Encourage energy-saving service companies to innovate business models to provide industrial enterprises with one-stop contract energy management and other comprehensive services, providing comprehensive solutions that meet user needs, including preliminary design, investment and construction, product supply, operation and maintenance, and testing and certification.
 
III. Support Measures
(1) Strengthen organization and implementation. The Ministry of Industry and Information Technology, the State Administration for Market Regulation, and the National Energy Administration jointly responsible for the organization and implementation of the energy efficiency improvement plan for high-efficiency energy-saving transformers, promoting the formation of a policy environment conducive to the promotion and application of high-efficiency energy-saving transformers, and promoting the green and high-quality development of the industry. Provincial industrial and information technology, market supervision, and energy departments should effectively do a good job in guidance and services, clarify the time schedule, and ensure the implementation of tasks. Encourage relevant industry associations and central enterprises to formulate specific work measures in accordance with the goals and tasks determined in this plan, combining their respective fields and enterprise realities, promoting orderly progress, and forming synergy.
 
(2) Increase policy support. Establish and improve a standard system for high-efficiency energy-saving transformers and accelerate the formulation and revision of a batch of standards related to energy saving and green development of transformers, including process technology, production and manufacturing, inspection and testing, and certification and evaluation. Make full use of existing funding channels to support the research and development of basic and common technologies and products for high-efficiency energy-saving transformers, the construction of public service platforms, and the cultivation of solution providers. Support qualified high-efficiency energy-saving transformer enterprises to apply for financial support, tax incentives, financing guarantees, insurance compensation, and other preferential policies according to regulations. Improve the government's green procurement system and encourage procurers to prioritize the procurement of high-efficiency energy-saving transformers.
 
(3) Strict supervision and management. The Ministry of Industry and Information Technology, together with the State Administration for Market Regulation and other departments, will strengthen source management, prohibit enterprises from producing and selling transformers that do not meet the energy efficiency limit values, check the implementation of energy efficiency standards and labeling by transformer manufacturing enterprises, and issue a time-limited rectification notice to enterprises that fail to meet the energy efficiency limit values or whose products are inconsistent with the labeling. For enterprises that fail to rectify within the prescribed period or that still fail to meet the standards after rectification, they shall be included in the national credit information sharing platform and the national enterprise credit information public disclosure system in accordance with laws and regulations, and their dishonest credit records shall be publicized. Power grid enterprises should prohibit transformers that do not meet energy efficiency standards from connecting to the grid.
 
(4) Optimize the market environment. Give full play to the role of relevant industry associations, scientific research institutions, and consulting agencies, and strengthen industrial guidance, technical support, brand evaluation, and publicity and training. Make full use of bilateral and multilateral international cooperation mechanisms and exchange platforms to strengthen policy exchanges and academic discussions, and promote the benchmarking and mutual recognition of standards for high-efficiency energy-saving transformers. Encourage backbone and advantageous enterprises to actively expand international markets, strengthen industrial cooperation with countries along the Belt and Road, and enhance the international influence and competitiveness of high-efficiency energy-saving transformers.
